Universal United Kingdom Resort: Government Brings Regional Leaders Together to Maximise Benefits

The UK Government has brought together local authority leaders from across Bedford and the surrounding region to discuss how communities can make the most of the opportunities created by the upcoming Universal United Kingdom Resort.

The meeting, held in Bedford on 20 August, was the first regional roundtable of its kind and focused on ensuring the ambitious new theme park and resort delivers benefits beyond the resort itself.

Regional leaders meet to discuss Universal’s impact

Tourism Minister Stephanie Peacock chaired the meeting at The Swan Hotel in Bedford, bringing together representatives from the Government, Universal Destinations and Experiences and eight local authorities.

Those attending included leaders and chief executives from Bedford Borough Council, Central Bedfordshire Council, Luton Borough Council, Milton Keynes City Council, North Northamptonshire Council, West Northamptonshire Council, Huntingdonshire District Council and the Cambridgeshire & Peterborough Combined Authority.

MPs representing Bedford and Mid Bedfordshire also attended, alongside a senior representative from Universal.

The discussions centred on how the project can create opportunities for people and businesses throughout the wider region, rather than benefits being concentrated solely around the resort site.

Thousands of jobs expected

One of the biggest areas of discussion was employment.

The Universal United Kingdom Resort is expected to create around 28,000 jobs across construction and operation. The Government says the development could also generate nearly £50 billion in economic benefit for the UK.

The Government and regional partners want local people to be in a strong position to take advantage of those opportunities.

A new Socio-Economic Taskforce will therefore focus on preparing the local workforce, including developing training opportunities, apprenticeships and internships for young people and people starting their careers.

This could provide a significant boost for people looking to build careers in industries ranging from hospitality and tourism to construction, technology and the creative industries.

Opportunities for local businesses

The impact of Universal’s new resort could also extend to businesses across the region.

Local leaders discussed ways of ensuring businesses and tradespeople can become involved in the project’s supply chain, while increased visitor numbers could provide additional opportunities for hotels, restaurants, attractions, retailers and other tourism businesses.

The Government says coordinated regional working will be important to ensure that communities surrounding the resort are able to benefit from the expected increase in tourism.

Creative industries, culture and tourism

Several themed working groups are being established to continue this work.

Groups focusing on Creative Industries, Culture and Heritage, and the Visitor Economy will look at how the Universal project can support existing regional priorities.

The development is also expected to complement attractions already operating across Bedfordshire and the surrounding area.

The Government highlighted attractions including Wrest Park and Whipsnade Zoo as examples of the region’s existing visitor offering, with Universal expected to strengthen the area’s appeal as a major tourism destination.

Universal United Kingdom Resort set to open in 2031

The new resort is currently progressing towards an expected opening in 2031.

Construction and enabling works are already underway, following the major agreement between the UK Government and Comcast NBCUniversal announced in June 2026.

The project represents one of the biggest investments in the UK’s tourism sector, with Comcast NBCUniversal committing more than £5 billion during the expected five-year construction period.

The resort is planned to feature a major Universal theme park alongside hotels, entertainment and other facilities.

The Government has also committed £1.3 billion towards regional and local infrastructure connected with the development, including improvements designed to support transport and connectivity.

Government wants benefits felt across the region

Tourism Minister Stephanie Peacock said the project should be about more than having a major theme park on Bedford’s doorstep.

She highlighted jobs, investment, apprenticeships, career opportunities and opportunities for local businesses as important parts of the project’s potential legacy.

The latest meeting demonstrates that preparations are already moving beyond the theme park site itself, with local authorities being encouraged to work together to ensure communities across the region are ready for the opportunities Universal could bring.

Further engagement with local authorities is expected as the project progresses towards its planned 2031 opening.

For theme park enthusiasts, the latest development provides another indication of the scale of the Universal United Kingdom Resort.
